Emptying your pool is a large task in and of itself but far larger problems could arise if the maneuver isn't done properly. It is for this reason that extreme caution must be taken performing this task. A water table measures how far down you dig down before you strike water. If the water table is not sufficient or is too shallow, especially if you have lightweight fiberglass lining, the whole tank could pop out of the ground. A low water table means you don't dig down far before you get water. A high water table means you may have to dig 15-20 ft before getting water. If you're in a low area, like a majority of Jacksonville is, than it doesn't take far to dig down before you strike water. It is imperative that you are careful and sensitive because the weight of the water could be the only thing holding the tank down in a low line area. If you do have a water table of too shallow of a depth it could force the tank out of the ground and result in extensive damage to the structure of the swimming pool.
Another reason to deplete the water is to fix a leak or crack in the structure. In other cases you may only have to partially bleed the water in order to fix a light issue or even a leak around the light. You may have to siphon out the water below the level of the light, depending on the location of the light.
If you want to paint your walls or do a fancy design it will require you to deplete your pool as well. All of this falls under the cosmetics of your choice of finishes.

How To Drain a Pool
Shut off all return lines to your pool tank. Be sure that as the water empties, you prevent air from entering the pool's suction lines. Make sure you have an sufficient location for the waste water to go.
